That's a web server in a PIC ! I have built it for fun accordingly to instructions at http://www.kyllikki.fluff.org/hardware/wwwpic2/.
If you are lucky it's attached to the serial port right now and you can have a look at it at http://iris.vbone.net:1684
It's only able to serve a couple of pages and has very limited http support. The author has made what he calls CGI support, that enables you to control some ports of the pic from a web page.
